Hot chili grenades

On a slightly lighter note, the Indian military is planning to employ chili hand grenades. The article says the grenades would "Immobilize, not kill." If you're designing weapons for the military, why is this even a consideration. It's not the local police. But who knows, if they work, maybe opponents will be wishing they were real grenades and not the hot chili kind.
