Really Russia?

In this article, Russia is closing down every remaining legal casino in the country. I'm against casinos and gambling too, partly because of morals, and more so because of the detrimental effects it has on those in lower economic classes. But still, how can this be a good decision? In the name of "antivice" Russian leaders are putting almost a half million people out of work at a time of economic downturn and upheaval. Russia makes another poor decision.
